how to exchange a foreign driving license to Chinese driving license

I have an Irish driving license but want to exchange it for a Chinese one.

Did some research on the internet, but most of the information is outdated.

I saw some agencies but they charge a fortune and I don't have confidence in them.

What is the correct procedure to do it.
What documents are needed.
What are the adresses were to go to.

I life near Zhongshang park.

i am american-chinese from california.shanghai is my hometown,and i lived Zhongshang park also which near cloud nine shopping mall.i had some experience about how to transfer foreign driving license to chinese driving license.i just done it by myself at early 2012.so you can contact me by [email protected],i can give you some advise and info.
