I want to know if a student from a foreign country ( out of EU ) can have a driving license in BELGIUM , if anyone has some information : how can I do that with details ( fees , places of exams ... )

Anyone resident in Belgium can hold a valid Belgian licence. If you are a student and resident, then you can hold a licence.
