2) How high is the cost of living ? Is it like Paris or London ?
If your housing is paid- can you live well on $28, 000 per year ?
3) Are the winters in Istanbul very cold ?

a little pollution i'd say, but nothing you wont find in other cities as large as Istanbul, and definitely nothing compared to BeiJing. I see your from the UK, if so is the case then the weather is nothing you cant take, winter cold nights but during the day its rather good.
