Incase of a "Mahram", applying for a DL, who should write the kafeel letter ? the spouse or her employer ?

The spouse will sign the letter printed on her employer's letter head.

The letter will then be counter-signed by her employer and CoC will stamp the letter to authenticate the employer's signature.
