Can I keep my phone number with a new SIM card in Portugal

Maybe, but the question could be interpreted various ways.  If you have a a Portugal number now, and you want to get phone service from a new provider, they can do that.  That actually involves two new SIMs, one with a provisional number that you can use while the phone number has yet to actually be transferred from the original provider.
