VISA and CPR issue following Property purchase

Good morning everyone. I am new in this forum. I am an expat, GCC resident (Saudi). I recently bought a home in BH, in a well known residential complex in Juffair (F*****a), and I already have a title deed (the permanent one).

I am in process of getting a 5years Visa as a property owner and then i will go for a CPR.

Here are where the problems start: for getting a visa, in addition to the usual documents (title deed, security screening, passport, etc), they require an EWA bill in my name.

However, the whole building has got only one meter and the property management does not want to issue a letter confirming this, they keep on saying that they can only issue a statement of account of my payments and give me separately the EWA number of the building.

For now, I have attached to my request the SOA, but i am not sure the applicatión will go through.

After the visa, the CPR issuance goes in the same way, they state that in order to acquire the address certificate as the owner of the flat I must first open a municipality account, which for me is a non-sense because in the Municipality website it clearly states that in order to get a account one of the required documents is indeed the address certificate copy.

So it seems to me a dog chasing his own tail.


I have read many other posts in this forum but they only refer to tenants who are in the situation of renting a home, and the final conclusion was to change property so their case (and solution), obviously cannot apply to me.

So, in conclusion, is there a way to get out of this? Can anyone clearly advise on the process? The websites are shady and I keep on bouncing from rumors and advices of different people up and down.

Fontana is dodgy for this - in the older buildings, you can get away by having one meter.  Not any longer.  However, I lived there once and I got a CPR issued based on their statement of confirmation of address.  This was years ago.


However, if I recall correctly, you can get an address certificate without EWA.  This is on bahrain.bh, under identity services, address services and then print address certificate.  You might have to update existing address first but maybe not.  Once you have that then there is no issue in CPR.  And you can use the same address certificate for visa.

Hi xTang, thanks for the swift reply. I saw you had replied to many other ppl. It is not very clear how the process works...Fontana property management sent me a form to fill in which is a kind of self declaration of the address called "Declaration of accomodation" (from the BH information and egovernment authority), however It looks like a self declaration that I (and the family members I declare) live in a due accomodation. However the form needs to input a personal number. Again, not really sure where to get this personal number (maybe the passport number?) And if this form is of any utility for me..help!

Personal number is actually your CPR number.  At this stage, this will be provided by NPRA at the time of application.  It is a temporary CPR number allowing you to complete formalities elsewhere e.g. EWA.

I went on the Ministry of Municipalities Affairs and Agricolture and registered in there.

The booking system for appointments does not work.

However the service "request address for CPR" is only available if, as an owner, you want to declare that a tenant is living in there, indeed you have to submit all the data of the tenant including the rent contract.

As per instead getting an address certificate as an owner, no chance.


In the end Fontana declaration of accomodation form is only to declare if someone is living with you, not for yourself.


Hence, again. I am stuck.

Did you try going on bahrain.bh and then identity services as I listed above?   Forget the municipality one and try this.
