Married in Algeria post-covid

Hi I really need some help. I'm in the US and I'm supposed to get married in a month and I have been trying to get information out of the US Embassy in Algeria, the Algerian Embassy in Washington DC and the Consulate in New York with little success of human contact. They do not return calls or answer. I had to get my fingerprint clearance card renewed as I'm a nursing student and it was the first that I had heard I may need an Apostille authentication for my documents or another form through the US State Department. This process use to take 2 weeks, post covid it's now taking up to 12 weeks. Do I need to have this to get married in Algeria to verify my documents? Help, I'm having little luck,
