I lived in Ohio for 28 years.  Anywhere outside of large cities, it can be fairly hard to meet people, even for locals.  A good way is to join a gym or volunteer with a local park or service.  In the cities there are many recreational clubs, such as running, biking, canoeing.  I know in Columbus there is Columbus Outdoor Pursuits, which does various adventure activities.  Cleveland has a similar group, and I would guess Cincinnati does too.  The metro parks system have many programs a month which are great for kids and adults. The Science centers also have programs that are great for children.  Joining a bowling league is also popular, and you don't have to be good at bowling.  Farmer's markets are common and the people there are always really friendly.
