A friend of mine wishes to either migrate to Brunei or Qatar in quest of English teaching job. Since I have no idea about the better of the two having not been there. I asked him to wait while I inquire from friends here. So please share your opinion about the better choice with me for him

This is my personal opinion.
Working in Brunei will have a lot of 'restrictions' as a foreigner. It is a country for work & earning good money (if you are in the 'right' industry). Social life will be very limited.
My Daddy used to work for the Brunei Government, living a life as expat. Presently, I have two siblings doing their own businesses there and I have traveled there personally.
Given a choice, I will never wish to work in Brunei but decision and opinion is very individual.
I hope the above will help a little with your friend's decision.
