Niederlassungserlaubnis (§ 19a) - Language Requirement for Spouse

I had EU Blue Card (§ 19a) then I got PR Niederlassungserlaubnis (§ 19a) from EU blue card. After getting the PR I got married and then I am trying to bring my wife from india. My wife applied for reunion visa in india without german A1 certificate. After processing all the documents now Embassy is asking for A1 certificate. Although I have Niederlassungserlaubnis (§ 19a). I thought as I got PR from Blue card i will get the benifits of Blue card as well. Also in my PR card its written (§ 19a ABS. 6 S. 3). Anybody else have/had this issue about German A1 certificate as well? What is the actual law? What can I do now?

The rule that spouses of foreigners need A1 laguage skills for a family reunion visa was declared invalid by the EU jurisdiction. The embassy can only ask for it from spouses of German citizens.

Was declared invalid? What do you mean by that? My spouse have to complete A1 or not?

Thanks beppi (y) . Have another question. Where can I get the letter of exemption/ stated that it's not possible to do A1 course as it's far away from my spouse‘s hometown and she will do the A1 after arriving here in Germany? Should I write it by my own?

I have no idea what kind of proof the embassy requires that your wife cannot learn German. In the age of the Internet, it should be possible anywhere and at any time.
