Where to go for reissue of birth certificate?

Hi all,

I fully appreciate this has been asked a number of times but I wanted to check against our specific circumstances.

My partner is naturalised American, having been born in Saigon in 1974. His family moved to America when he was a couple of years old and he naturalised in early adulthood.

He/his family misplaced his birth cert many years ago. We would like to get a copy of this, for any legalities we have once we move to HCMC next year, also for piece of mind.  We do not live in the States, we are in China, working so cannot pop to the US based consulates.

We have found that he was born in district one, and he has family living in HCMC. Is there a specific place or contact he should go to in order to get this? Neither of us read Vietnamese and get a bit lost trying to track down offices and such.
