i want to know if a single person can live in Birmingham with a salary of £15,500 per annum.

Para una persona con ese salario es mas que suficiente, si rentas una habitación por 300 al mes con bills incluido y 200 al mes de comida, pues te da i te sobra.

That is below the national minimum wage and depending on your age would be illegal. At the end of the day, of course, it will depend on your lifestyle, but if you're going there for a better life, that isn't it.
