Does anyone know if the Moroccan government recognizes foreign marriage for its citizens? I,e if a Moroccan citizen marries abroad in civil ceremony will that marriage be legal in morocco?

Yes, but you have to prove to the authorities you are married if your spouse wants to stay in Morocco and you have enough money to support your foreign spouse.

What do you mean by prove that you are married? Do you mean by simply showing the marriage certificate or do they require evidence beyond this?

Show them your marriage certificate. And your spouse will need a birth certificate and proof of income from their bank, or your bank if you are going to support your spouse. Your spouse will also need a medical certificate issued by a dr in Morocco to prove they are in good health to stay in Morocco.
