I guess the best person who could ratify this would be the company PRO. The rule was published sometime in the local dailies. Am unable to locate them now despite looking all over the internet.

The primary reason behind this break in visa issuance is, some companies were hiring expatriates without the needed job clearance and was availing of their services by having them work on other visas and not on the mandatory employment visa. So to stop this practice, the 3-month gap was introduced quite some time back.

The latest update on this can be known only through the PROs.
