TRV Visa or 9A Visa extension or any other options?

Good day Everyone,

I would like to ask about what kind of visa will incur the least expenses .

My husband to be is arriving at Philippines on a temporary visitor visa (9A) valid for 30 days.

We have a schedule of travel on December for a Christmas holiday.

We will be married in Philippines upon his arrival on October.

He will go back to his country once a year to visit his family.

There will be instances that he might travel 2-3 times a year out of the Philippines.

Initially,We were planning to do a visa extension but because we are travelling out of the country on December, this will mean the cancellation of his entry visa (valid for single entry only).

My question is

What kind of visa should he get since we will travel in and out of the country?

I've heard depending on the type of visa, there will be entry or exit fees?

Is there a restriction that he can't travel out of the Philippines if he applied for a particular type of visa?

What are the pros and cons of a TRV versus a permanent visa residence ?

Since we are travelling on December, does the process to apply in the immigration office will take long?

Which Immigration office at Metro Manila in your opinion  accomodates you, has express lane?

It much depends on what you want to achieve: Longer stay, then permanent visa residence (13A like I have now; Permanent married to Filipina), shorter stay (what is shorter stay ...), then TRV seems ok.

We wanted longer stay but we are going in and out of the country December to next year so I am not sure if which visa is the way to go considering I saw posts that it tAke 1-2 months or more to release.
