Does anyone know what to do if we want to retire in Hurghada? We would like to live there for a half year in winter time. How can we get a permit as dutch people? Do we need to buy or can we rent a place? Do we need to register and where?

first you are welcome to Hurghada
as you live in cairo now i think you know about visa and all this stuff , if not then tell me and i will help you with the information you need
so buy or rent ?
if you want your own and private place every winter you come then you have to buy as the prices getting higher year after year for rent prices too , but if this not make any difference for you then better you rent
