The owner is outside the country and the aqari (the property dealer) who got me the house is also clueless. Paper bills are apparently also not applicable here. Any ideas?

Either tell them the contact is void because they can`t supply the required details to make the house fit for habitation, or find the suppliers` offices and visit with the address, meter IDs and so on in hand.
