I am moving to HCMC this Sept. I sort of narrowed my choice to D2 at Thao Dien area mainly due to school, and close enough in between airport and my workplace. There's lots of info on the web to help you decide.

You will find most foreigners in D2 indeed, D1 and D7 as well.
