Final exit for children and retaining the wife's iqama

Mohammed has his wife and 4 children on his Iqama which is due for renewal by 30 September 2018, but,  due to heavy dependants fees, he decided to issue final exit for his 4 children and renew Iqama of his wife. He made a flight reservation for his wife and children for 25th of September 2018. The question is "is it possible that Mohammed issues final exit visa for his children only via Absher and wishes to pay the dependent fees for his wife and the Jawazat system accepts that? Because his children didn't travel outside the Kingdom yet", isn't it a must that after the departure of the family dependents from the Kingdom only the Jawazat system accepts and shows the remaining dependents in the system?
