Depending on your status in the Netherlands, you may be able to obtain free legal advice (first appointment only) through het juridisch loket: https://www.juridischloket.nl/

I'm not sure if this is something you can get if you're just signed in with the city council or if you need residence/temp residence first.

Otherwise there is this site to look for a lawyer, but it's Dutch only it seems and I have no experience with it. https://www.advocaatzoeken.nl/
