Dishwaher,housekeeping work in iceland

Work visas are generally not issued for unskilled jobs like that as there are already many people from the European economic area who are in Iceland legally without needing a visa. These people are often interested in such jobs. Plus, they aren't often advertised so it's difficult to find the positions unless you're there.

Is not there any way to get a work visa?

you generally need to find an employer who is willing to sponsor you, then you can apply for a residence visa on the basis of the work permit.

(note that in my eight years living in Iceland, I never met a single person on the "temporary shortage" visa type. I don't think it's issued often)
