I would suggest Lidl, you can find your nearest one by visiting their website > https://www.lidl.ro

You can find them at Plafar (maybe you noticed them already, these shops are usually very easy to spot ) or Cora, Carrefour, Auchan, etc. Plafar offers the biggest variety usually, though.
I'd recommend making a list with the  condiments translated in Romanian to make sure you're buying what you want, as sometimes they only have the Romanian name of the spices on the package.
Also, you can order online if a Romanian or Romanian speaker can help you, as the websites don't seem to have an English version: https://www.sanovita.ro/,https://www.planteea.ro/culinare/condimente-mirodenii/.

Oh, in case you're looking for cumin too, a few months ago it was available only at Carrefour..

If you order online, use Google Chrome, and it will translate the page into English for you.

I think the operative word here is CHEAP, is it not?
