I am active in Couchsurfers, not for the couch but for the regular social gatherings they have. By their very nature, most of the members are fellow expats or used to being around them. I also favor coffeeshops with a heavy international clientele. Again, most of the people you meet there are expats. Not to put down Americans but "foreigners" and travelers are more comfortable talking to "strangers". From any one of these encounters, one can then network into the local fabric.

Best way to meet new folks from all walks of life....unless you want to join a church as the social life of many peoples revolves around them..... or you can take classes at local community colleges.... plenty of things to do.
