If Foreign Worker visa:
1. Before calling visa can be issued, have to get Visa Approval Letter* from immigration in Malaysia.
2. Then medical required in home country.
3. Security clearance too.
4. If all these thing passed, then the VDR (calling visa collected from the Malaysian consulate in home country) can be processed.
For everything it takes minimum 30 working days. Have to be outside Malaysia while waiting.
*The employer makes application.
