Rejoing of Foreign Oil Companies workers in Libya

Hi Guys,

According to the below statement what is meant by the statement "For Sirte Oil and Zueitina, we have people ready to move in as soon as they are safe to move." WIll new foreign workers will be hired or the will contact their previous workers to come and rejoin?

"Restarting oil production in rebel-held areas would be a huge boost to the insurgents. A rebel oil official said companies could resume work as soon areas are secure.
