My family (me, wife, 3 kids ages 8,6,4) are spending July & August in Shanghai. We'd like to stay in the French Concession area and have a budget in the RMB 12-18,000 range . Any suggestions on best ways to find housing?

I dont think you will find any large decent accommodation for in FFC Shanghai within your budget. Maybe within another area. Try booking.com I've always managed to get nice deals in much smaller cities in China.
