Pass Rejections: Implications on Visa Applications to Other Countries?

If someone has had their S Pass or EP applications rejected before, are there any implications on visa applications to other countries?

For example, when applying for visas to other countries such as NZ, there will usually be a question such as: "Have you ever been refused a visa/permit to visit, work, study or reside in any country?"

Technically and legally speaking, is a rejected S Pass application by Ministry of Manpower considered a refusal of a visa/permit to work?

All countries are independent and a rejection of visa for one cannot directly cause a rejection by another.  They also do not exchange information about visa applications and results.
But all countries can also set their own, individual criteria for granting a visa. NZ apparently did decide to ask for visa rejections in other countries (and you have to answer this truthfully to stay within the law) and will probably consider this information in some way. How this is done and what influence it will have is not a Singapore issue, so you better ask it on the NZ forum!

I asked MOM directly on this issue and they clarified that an unsuccessful S Pass application is NOT considered a refusal of visa or permit.
