I dont know about Eczema , but i would recomend Dr, Abduljabar Al Abassi in RUyan in Salmabad, i always take my kids to him because of his experties and the way he treats kids and checks them throughly is just great.

I generally go to Dr. Hannes in Awali. Very experienced and has seen both of my kids.
