My question is . ..can i go to the Philippines with my 9A visitor visa and get married to my filipina girlfriend there or should i get another visa there for the marriage?

Short answer is YES. You can enter the Philippines with a 9A visa and get married to your girlfriend, then go through the procedure in converting your 9A to a 13A visa. Actually it is the better option.
