I have never heard of an open permit visa.
You would need to be working in Australia for at least 5 years before you can apply for PR.
For jobs www.seek.com.au There are other job sites which you can find online.

They said that visa named called open work permit for validity of 18 months....they will provide skill jobs ...on this tym we can search jobs..!!! Have you heard about this?
