I don't know about a Micrawave but I am sure you can buy a Microwave oven in any of the large electronics chain stores. 
The largest may be Nguyen Kim. In Vung Tau it is located at 406 Lê Hồng Phong, P. Thắng Tam. (10.351874, 107.089070) At these places you generally don't take an item from the floor. They should have at least one salesperson who speaks basic English but you can always just point to what you want. They give you an order slip which you use to pick up the item from another counter.

I presume OP that you live closer to town, there is a Dien May at Nguyen Thai Hoc street which is opposite the COOP Mart supermarket.
