yes  your are right but this way new members can get info on all sub topics regrading this process.
İ call them  the answer is to take denlik certifika for master degree i have to attest master degree and bachelor degree with transcript that show how many hour each subjects. (i suggest to attest  all degree including school and onwards from HEC thats what i do )
then i have to apply for 2 different application one for bachelor and one for master in YÖK for my master degree certification.
