Do we have to show funds even though we have no obligation letter from a resident of Germany?

To get a JSV, you must fulfil all requirements, One of them is sufficient funds.

Any idea how long it takes to get an answer from the consulate for German Job seeker visa applied with supporting Verpflichtungserklärung document and sufficient funds in the bank account?
