I want to visit france because my boyfriend wants me to visit him...can i apply for a visa in khobar or should i go straight to riyadh to apply for a schengen visa?

For France, the application is through VFS Global which has offices in Khobar. No point going to Riyadh as you will be applying in the VFS Global office anyway which you can do in Khobar itself
