Need advise regarding visiting Montenegro by Cuban Citizen.

HI there. Extremely urgently need an advise. I invited my Cuban friend to visit Montenegro with me april this year. I have double checked from my site if he needs any visa. It says visa free country for cuban Citizen,  so we took a risk and booked a flight to Tivat. Yesterday I asked him to call again to embassy in Havana and check before fly, however was told that he cant fly without invitation letter. If he wont have a letter he will be deported. Does anyone can help to reassure or advise me on this?

The website of the Montenegrin Ministry of Exterior Affairs states he does not need a visa for Montenegro. He can enter with his passport and remain up to 30 days.
He should show this information at the entry point (Tivat airport) if there is an issue. This is an official Government website.

Dear,

Aside of valid Agreement on free visa system between Montenegro and Cuba,
Cuban citizens should have the invitation letter made by an citizen from
Montenegro, who will guarantee its staying.

Reservation for hotel will not guarantee of entrance to Montenegro.

It is the discreet right of any police department in the world to decide if
someone (even with visa) may or not enter its country.

Serbia is a different country.

I understand that Serbia is different country but there is no Montenegro embassy in Havana,  so we asked Serbian.

I have been unable to find info on whether the Serbian embassy in Havana is in fact 'in charge' of Montenegrin affairs. I have found this info, so I suggest emailing them:

I found that Montenegrin residents can stay up to a month in Cuba. I think the relations between the two countries allow for the same, therefore Cubans are allowed to enter Montenegro without a visa:
