Nope, even with one Malaysian parent you have to be sure to do the right paperwork. There are lots of stories out there with children unable to attend school because the paperwork wasn't done right when the child was born. And even with one Malaysian parent the child must be born in Malaysia in some cases, but there are exceptions and the birth must be registered with the Malaysian govt.
But Malaysia does NOT grant citizenship to children born to non-Malaysian parents.
