Pifo and the surrounding area in the valley are economical and warmer than Quito, but still quite close.

There are many suburbs outside Quito at about 1,500 feet lower elevation, where the weather is typically warmer.
Tumbaco and Cumbayá may be the best known, but are not the cheapest. You can find upscale residential developments and modern shopping malls in these suburbs.
If you insist on cheap, you may have trouble findiing Expat-friendly neighborhoods.
