Web Developer (ASP.NET C#) job in Berlin

Hello everyone. I'm a new member 🙂
I'm trying to help my Friend, who is from Serbia (NON EU)
He has working as Senior Web Developer (ASP.NET C#) and he has 4 years of experience.
He is planning to move to Berlin in the near future, so he is looking for job. The only reason why is Berlin the first option is that he still doesn't know German language, otherwise he would work anywhere in Germany.
He has been applying for similar positions for a while now, but he doesn't have any offer yet (he sent more than 60-70 applications). His technical skills are ASP.NET Web forms, ASP.NET MVC, Entity Framework, Microsoft SQL Server 2008 R2/2012/2016, Database design and development, HTML, CSS, JavaScript, jQuery, SSAS, SSRS, Power BI, Telerik, Kendo UI, AJAX, SVN, TFS, VSTS – source code management.
So if anyone knows a company that is hiring web developers, that would be very helpful. He speaks excellent English, Serbian, Croatian, Bosnian and basic communication skills of French. Also, he has a Bachelor's degree.I have his CV if you want to see.

While his skills list looks impressive (although I am not an IT specialist, so cannot really tell), not speaking German will be his biggest misfortune. Web developer jobs that do not require German are mostly already outsourced to cheaper countries (and I don't see how Berlin could be any better in this respect than other cities). I recommend he attends German language classes first for a year or two (until B1/B2 or higher level) and then tries his luck again. This would also help tremendously in settling in and building a social life here.

In Berlin, there are better chance , although its a matter of time & chance. So one need to have good patience-   Websites lik Xing, linkedin , start up companies, - rocket internet,  berlinstartupjobs.com/de/  , www.jobsinberlin.eu  , stepstone.de
companies like here, zalando have many english speaking jobs too.   in thelocal.de there is a job widget which is great job search engine. 
One should also look for job fairs happening around different cities.   But defintely investing good tie ate begining itself to German language is definitely worth investing in.
