I dont think Indonesian citizens are eligible for visa on arrival in the UAE. You can apply for one through Emirates though.

Visit any cozmo travel shops in Saudi .
Pay around 430 SAR for your UAE visa .
It's an authorized tourism agent of Air Arabia .
They will insist you to book with Air Arabia , but you can keep a deposit of 1000 or 2000 SAR and upon your return to Saudi get the refund .
If you live in Dammam I can give you the details of the agent .
