I Was given a permesso di soggiorno motivo minore eta. Which expired 3 months to A day before i completed 18 .How will i make a renewal and how long should i be expecting from the questura after applying?

Expired means that you may well be an illegal citizen now. Go immediately to the appropriate govt authorities to have your position clarified.

Why not be proactive and try a Google search or simply ask the closest govt office to you. According to your profile you have been in Italy for 7 years so by now you should know how the system works and where to go.
