When we move to Ajijic can we bring a new and an older laptop plus iPads?

You shouldn't have any problems bringing personal electronics *on your person, in your baggage, or in your car.* If you ever need to ship your own property to yourself however, expect to pay a tax on everything.

If this is a permanent move, you are allowed 3000$ value of personal items without going via a customs broker. My wife and I have move by plane last August (4 suitcases, 2 tablets, 2 cell phones, DVDs, 2 carry-on, 6 months of meds). The aduana personel in Mexico asked us if that was all personal items said yes...let us thru.

There are no more green/red light button in many airport, it's the INM and Aduana discretion to check, ask questions or not.

No reason why not, just don't bring them in original boxes like an item for sale, just to be safe.

stick them in your computer bag and you should be fine. If you are flying , or driving , keep them on you. I assume you know not to put anything of any value in baggage especially on a plane.
