no you dont.  first time applying you dont need to show a contract or place you live.

So i cant a job if i live in hotels. I will need the job the be able to save up for the deposit etc.

What a f**ked up situation!!

sounds like you will need a job to get residence card anyway as by the sounds of it you cant claim self sufficiency.  You have 3 months to get a res card.
