I believe you need to have your residence card before purchasing a car in Malta.

No i am coming under work permit in JAN 18....and i will be based in Qawra.
I assume after 3 months with my work permit i will get the blue card.

If you are going to live in Malta you need a residence card.

getting insurance on a car as a non EU person is basically impossible, you have to get your licence converted which you can only do after months.
It's a nightmare

Could you please try and make this post a little more understandable.
Aside from that, I believe as a TCN your work permit allows you residence for 1 year and is renewable on a yearly basis.
If you leave your job then you would have to leave the country or find another very quickly and get a new work permit.
Renewal for more than 5 years is unusual as that would give you the right to apply for permanent residence and the Maltese government prefer that not to happen!
