Expats are guessing about this and certain other aspects of the new EC immigration law .. as the new administration goes about implementing new rules based on the law.
Meantime, don't travel to Ecuador without proof of insurance. If your policy doesn't cover you outside North America, buy short-term travel insurance. I have been using IMG lately.
