Hi you do not have to have residency to open a bank account ,you just need your passport.You will find that a lot of the staff in the banks can speak English .I have my account at the Erste Bank and most of the staff speak English but there are several other Banks that you can select.

Ist online banking possible with a bank account in Montenegro?

yes you can do online banking in erste bank and there is a €2 monthly charge for having it .I am not sure about the other banks.
