If not, I'd encourage you to do so now. A lot of very good advice has been given about all aspects of finding a job in Singapore.
But to answer your question in short: Yes, it is allowed and advisable to come here on a tourist visa for a job search (but NOT to work!: you have to change visa before you do that.
Please note that a job search is likely to take a few months. Thus arrange a long enough stay or return home in the meantime.

The regulations (incl. Which countries can get visa on arrival) are available on the ICA webpage. Please check there!
If you stay substantially longer than the aberage visitor's 3.5 days, which might raise suspicions, it might be wise to check the exact requirements beforehand with your nearest Singapore embassy.
