I wonder if you know how to go about getting a stall in a market in Budapest for selling arts and crafts .

Depends on the market. Every one is different. At one of the local market near us one just goes, sets up, and the market manager comes by and collects your fee. No pre-annoucement needed. Other markets you have to be pre-announce your intent to sell at the market. So I would recommend just asking vendors at the market you are interested in how they do it. If you don't speak Hungarian, just keep asking until you find a vendor that does.
