You will need a fishing license, which is cheap, unless you go on a charter. You can't personally rent a boat without having a valid Belize captain's license, which is not the same as a US captain's license, more of just a 'vessel' license but harder to acquire. You can rent tackle if you need to. I can't help you with the Corozal area specifically.
