Best places to stay in Binh Duong provinance

BD is a large province.  Where you choose to stay may depend on where your company is located.
Most expats in BD live in Thủ Dầu Một city around Becamex Tower.

I'm not aware of any such thing as Indian Community in BD, although many Indians are working there.  Some of them are on temporary project assignments (usually in group/s), while others are either full-time professionals (on contract) or traders.

Indian Community and most things Indian (restaurants, groceries etc.) exist in neighbouring HCMC, in D1 and D7, to be precise.
From Thủ Dầu Một city (BD) to D1 (HCMC) it takes more than an hour by bus.

As for your spouse, she may consider joining Indian Women's Association - HCM for networking.
That group is active mostly in D7 (HCMC).
