I am on a dépendant visa in Belgium and going to my home country after two months. My visa is expiring in November and i will be staying in my home country till December. Can i apply for renewal of visa before 3 months of expiry of my visa ?

Your residence permit as a dependant is depending on the renewal status of your spouse's residence permit renewal. If that is done, you can ask for a renewal 1 month before expiring of current residence permit as per my knowledge.
You may visit the local townhall and present your situation. They will give an official answer.
